The recent allegations of corrupt practices, non-accreditation of several courses and sexual abuse against the management of Ningi College of Health Technology in Bauchi State and the visit to the institution by Bauchi State Commissioner for Health accompanied by two other State Government officials to possibly verify the allegations of corrupt practices and sexual abuse bedeviling the institution as reported, was described as infantile, baseless that achieved nothing towards changing the narrative other than burying the truth from the knowledge of the governor in defence of falsehood. It was a booboo trap laid for the governor to continue to believe in falsehood while business as usual flourishes.
From facts made available to this medium, apart from allegations of sharp malpractices and sexual abuse of female students unabated, there are several cases of extortion against newly admitted students one of such is the compulsory submission of a rim of duplicating paper (A4) to the office of the chairman consultancy service who happens to be the deputy provost of the institution for unknown reason.
At the end of collection, the extorted rims are diverted to the market and proceeds converted to personal use.
In a petition submitted to this medium by a Concerned Group, the serving deputy provost of the institution does not deserve the position he occupies by virtue of the provisions of the Scheme of Service of the College.
According to the 2020 Scheme of Service, the position of a deputy provost is not a career post, “however, filling of such post shall be within the academic staff of the college subject to decision by the academic staff with tenure of 2 years and must be among the Senior/Chief Lecturers.”
By that provision, the present deputy provost is the most unqualified for the position he holds because he is neither an academic staff nor a senior/chief lecturer to qualify for that exalted position he occupies which exposes the ongoing scam in the college.
Despite his poor credentials, he is presently occupying the position illegally against the Scheme of Service. The Scheme of Service stipulates occupation of the office through an election for a, 2-year tenure. The present occupant was neither elected even for the first tenure nor reelected for the second tenure but imposed against laid down rules and regulations.
It was further alleged that the Provost is either inexperienced or incapacitated in the discharge of his statutory functions as provost for letting out his statutory functions to others.
“In all tertiary institutions, it is either, the Vice chancellor, Rector or Provost of the institution that holds the position of chairman of Consultancy Service but in Ningi College of Health Technology, it is the deputy provost that occupies the position despite several odds against global best practice”.
The Bursar of the College is the least qualified for the position he occupies. The Scheme of Service says the position is for those on CONTEDISS 15 but the present occupant is yet to be on that level but miraculously catapulted severally through unmerited promotions to the position for obvious reason not far from perfecting corrupt practices for stay on the bit.
While that has been ignored by government or unknown, the Scheme of Service stipulates that appointment, to the position of Bursar is by tenure and candidate must have a good Honors Degree/HND, or its equivalent in Accountancy or Banking &Finance from a recognized institution of higher learning with at least 21 years post qualification cognate experience plus Registration with Professional Accounting body, as well as evidence of attendance of a continuous Mandatory Professional Development Course.
The group claims that the present Bursar of the College holds a Diploma Certificate without all the requirements to occupy such an exalted office but retained as a substantive Bursar against the College’s Scheme of Service in the midst of other qualified personnel within the Bauchi State Civil Service that can occupy such an exalted position for better service delivery within the accounting profession.
The Group further revealed that for the Ningi College of Health Technology to regain its fading glory within the comity of tertiary institutions there is an urgent need for a thorough probe of the management of the college to be part of the legacies of the present administration piloted by a seasoned civil servant and a technocrat, Governor Bala Muhammed.
“Anything short of a thorough probe of the malfeasance destroying the college may not produce the desired results and the mess may escalate to a level beyond comprehension,” the Group said.
