Stakeholders Address Civil-Military Relations in Borno State Amid Boko Haram Insurgency

Stakeholders in Borno State recently convened to address the ongoing strained civil-military relations that have arisen after years of Boko Haram insurgency.

The two-day dialogue, titled “Regional Dissemination Workshop on Security Dynamics, Solutions, and Civil-Military Relationship in Borno State,” was held in Maiduguri on Tuesday.

Organized by Clean Foundation and International Alert with support from Open Society Africa, the meeting aimed to foster dialogue and cooperation between security forces and civilians, promoting mutual understanding and trust.

Mr. Gad-shamaki Peter, Executive Director of the Cleen Foundation, highlighted that the discussions focused on addressing the various challenges and tensions resulting from the prolonged conflict.

Key issues included human rights concerns, communication breakdowns, and community mistrust.

He emphasized the importance of working together to find sustainable solutions that would enhance security, promote peace, and support the rebuilding of communities in Borno State.

Peter explained that the program aims to provide resources and information to improve the working conditions of uniformed personnel and support their families.

 It seeks to engage with the media, traditional leaders, and legislative bodies to achieve its objectives.

By fostering collaboration, the initiative hopes to create a safer and more supportive society for everyone involved.

“Civil-military cooperation is crucial for building a more secure and harmonious society,” a spokesperson for the initiative stated. The program has garnered widespread support and is expected to positively impact civil-military relations in the region.

Major Muhammad Imamu, representing the military, acknowledged that while the issue of insecurity is evolving, progress has been made in mitigating it.

He noted that there remains a common concern among civilians about their safety in the presence of military personnel, which the initiative aims to address.

In his address, the Chairman of the Borno State Council of the Nigeria Union of Journalists (NUJ) commended the improved relationship between the media and the military in the state.

He described this development as a “game changer,” attributing it to increased engagement and dialogue between the two parties.

Reflecting on the strained relationship during military operations in 2010, 2011, and 2012, he praised the efforts of the NUJ and other stakeholders in significantly improving the situation.

The NUJ Chairman expressed appreciation for the openness and willingness of military commanders to engage with the media, address issues, and clarify misconceptions.

He also acknowledged the support the media has received from the military, even before national investigations by the NUJ and the Nigeria Media Council.

This improved relationship has led to a more cordial and collaborative atmosphere, dispelling previous speculations and misconceptions.

The NUJ Chairman expressed gratitude on behalf of the entire organization and looked forward to continued mutual understanding and cooperation.
