Soludo Signs Anambra’s 2026 Appropriation Bill, Three Others into Law

Anambra State Governor, Prof Chukwuma Soludo on Monday, signed four Bills, including the state’s 2026 Appropriation Bill into law.

The other three bills signed into law included the Anambra Mission School of Nursing and Midwifery Law, 2025, the Tax Clearance Certificate Law, 2025, and the Anambra State Correctional Service Law, 2025.

The 2026 Appropriation Bill recently passed by the Anambra State House of Assembly, was increased from the N757.5 billion forwarded to the House by the Governor, to N766 billion.
During the bilateral budgetary discussions, the lawmakers had explained that the raise was to drive economic growth, infrastructure development, and programmes in the state.

Speaking shortly after signing the budget at the Light House, Awka, Governor Soludo described it as a strategic plan focused on delivering his administration’s promises and prioritizing the people’s needs.

The governor commended the lawmakers for their diligence and collaboration, reaffirming his administration’s commitment to transparency, accountability, and inclusive governance.

In the 2026 budget, recurrent expenditure is projected at N162.6 billion, representing a 16.6% year-on-year growth, while capital expenditure stands at N595.3 billion, a 26.3% growth relative to 2025.

The capital budget accounts for 79% of the total budget size, with recurrent expenditure at 21%, which is a clear demonstration of the state government’s commitment to deliver tangible outcomes for Anambra people.

During the presentation, the governor said the budget deficit is estimated at N225.7 billion, representing 29.8% of the total budget size.

The deficit, he said, is expected to be financed, if necessary, through hybrid financing options, including possible privatization proceeds, bump in IGR collections, and concessionary borrowing, mostly for bankable projects.
