Nigerian Army Orders Mass Relocation of IDPs in Monguno Over Terror Links

The Nigerian Army has directed the relocation of thousands of internally displaced persons (IDPs) from Gana Ali and Stadium camps in Monguno, Borno State, following allegations that some residents were harbouring Boko Haram and ISWAP insurgents behind recent deadly attacks in the area.

In a statement issued on Thursday, the military said the decision was based on intelligence reports linking the camps to insurgent activities, including providing shelter and logistical support to fighters infiltrating Monguno from the Marte axis.

The statement, signed by Lieutenant Ayodeji Abiodun, Acting Assistant Director of Army Public Relations, Sector 3 of Operation Hadin Kai, described the affected camps, Gana Ali, GG, and Stadium, as long-standing hideouts for terrorists operating within the town.

According to the Army, some IDPs allegedly provided accommodation and concealment for insurgents, enabling them to plan and launch attacks on military formations and security facilities in Monguno.

“The terrorists and their sympathisers have created a safe haven right inside Monguno town from where they are able to coordinate attacks,” the statement said.

The military cited recent incidents, including attacks on an immigration office that reportedly resulted in the deaths of officers, assaults on troops at positions such as Charlie 13, and a surge in kidnappings linked to infiltrators.

It specifically referenced an April 12, 2026, attack on troops at Charlie 13, alleging that insurgents used structures within the Gana Ali camp to stage the operation. The attackers were said to have planted improvised explosive devices (IEDs) and ambushed reinforcements, including the Commanding Officer of the 242 Battalion.

The Army further claimed that some buildings used by insurgents were occupied by their relatives, who allegedly provided cover for their operations.

Following these findings, the military said it had identified and cleared structures suspected to have been used for planting explosives and hiding insurgents, after giving residents time to relocate.

“All IDPs in the affected camps are now to be moved to the Rapid Response Camp in Monguno for better protection, administration, and surveillance,” the statement added.

The Army maintained that the relocation became necessary due to the camps’ proximity to routes frequently used by insurgents entering from Marte, a known stronghold of Boko Haram and ISWAP fighters.

While assuring that the operation is being conducted in line with rules of engagement and respect for human rights, the military urged residents to remain calm and cooperate with security agencies.

The development highlights ongoing concerns over the safety and welfare of IDPs in Nigeria’s North-East, where civilians continue to face risks from both insurgent attacks and military operations.
