Putin arrives in UAE for uncommon overseas visit

Russian President Vladimir Putin is embarking on an uncommon journey abroad, heading to the United Arab Emirates (UAE) and later Saudi Arabia.

This trip marks a departure from his limited international travels since March when an arrest warrant was issued against him by the International Criminal Court (ICC).

The warrant accuses Putin of a war crime—illegally deporting Ukrainian children to Russia. Notably, neither the UAE nor Saudi Arabia recognizes the ICC’s jurisdiction.

During his visit to the UAE, discussions between Putin and UAE President Sheikh Mohamed bin Zayed Al Nahyan are expected to touch on various critical issues.

These include the conflicts in Gaza and Ukraine, as well as matters related to oil production. It remains uncertain whether Putin will attend the COP28 UN climate summit hosted by the UAE.

Putin’s visit to the UAE underscores Russia’s efforts to expand its influence and counter Western attempts to isolate the country.

The Kremlin highlighted the significant economic partnership between Russia and the UAE, emphasizing trade and oil on the agenda.

Following his time in the UAE, Putin is scheduled to travel to Saudi Arabia, where he will meet with Crown Prince Mohammed bin Salman.

Discussions are anticipated to address de-escalation in the Israel-Hamas conflict, with attention also given to conflicts in Syria, Yemen, and Sudan.

In a broader regional context, Kremlin officials have disclosed that Putin will hold talks with Iranian President Ibrahim Raisi to discuss the situation in Gaza.

Since Russia’s invasion of Ukraine in February 2022, Putin’s international visits have been limited to Russian-occupied Ukraine, Iran, and China.

These diplomatic engagements showcase Russia’s long-term strategic interests and continuous participation in crucial geopolitical matters throughout the Middle East.

The interactions underline Russia’s deliberate efforts to shape and influence events in the region to align with its broader goals.

The ongoing involvement signifies Russia’s sustained commitment to navigating and playing a significant role in the complex dynamics that define the geopolitical landscape of the Middle East.
