NOA Launches Digital Platform to Bridge Governance Gap, Strengthen Citizen Engagement

The National Orientation Agency (NOA) has unveiled the CLHEEAN Mobile App, a digital platform designed to transform how citizens interact with government, access information, and participate in national development.

The CLHEEAN Mobile App introduces a unified, user-friendly platform that empowers Nigerians with direct access to civic education, real-time government information, and interactive engagement tools.

It aims to engender a shift towards participatory governance where citizens are not only informed but actively involved in shaping policies and national discourse.

Speaking at the unveiling, the Director-General of the National Orientation Agency, Mallam Lanre Issa-Onilu, described the launch as a defining moment in Nigeria’s democratic journey, one that goes beyond introducing a digital tool to fundamentally reshaping the relationship between government and the people.

“For too long, we have faced a familiar challenge: citizens who want to be heard, and systems that do not always listen,” the Director-General stated. “Today, we begin closing that gap.”

Issa-Onilu emphasised that with the unique features of the app, which include an AI-powered voice and chat assistant, multilingual capabilities in Hausa, Yoruba, and Igbo, and seamless feedback channels, governance becomes simple, accessible, and inclusive.

The Director-General further noted that the initiative aligns with the Renewed Hope Agenda of President Bola Ahmed Tinubu, reinforcing key priorities such as inclusive governance, transparency, and accountability.

The CLHEEAN Mobile App is now available for download on both Apple iOS and Android devices, ensuring that Nigerians across different platforms can easily access and engage with the application.

“This is more than technology. It is a new way of governing, one that ensures citizens are not just informed, but involved; not just heard, but empowered,” he said.

Highlighting the people-centered nature of the initiative, Issa-Onilu stressed that the app is designed to amplify citizen voices and strengthen trust between government and the public.

“Key features of the CLHEEAN Mobile App include Civic Education, where you have The Explainer, a newsletter of the agency, designed to enhance public understanding of government policies, rights, and civic responsibilities.

“There is also the AI Voice & Chat Assistant, providing instant answers and guidance in major Nigerian languages, making governance more accessible; the Feedback & Reporting Tools, allowing citizens to report issues, share ideas, and directly influence government action; the Engagement Platforms, Including campus debates, quizzes, community forums, and idea submission channels to encourage active participation, as well as the Real-Time Information & Entertainment, which delivers timely updates, announcements, and engaging content to keep citizens informed and connected,” he disclosed.

The NOA boss called on all Nigerians to download the CLHEEAN App and actively participate in nation-building.

“This is more than a launch; it is a commitment. A bridge. A movement toward a Nigeria where every voice matters,” the Director-General concluded.
