EXCLUSIVE: Governor Zulum allocated over N3billion for office management in 3 months, and N2.3 billion on trips and welfare

Governor Babagana Zulum of Borno State reportedly allocated a substantial amount, approximately N3.2 billion, for the operation of the Governor’s office from July to September 2023, according to the state’s budget performance report for the third quarter.

In a region affected by Boko Haram terrorism, the governor’s expenditures included N252 million on foodstuffs, N143 million on refreshments, and a staggering N1.8 billion on welfare packages.

Notably, the report highlighted that the administration spent over N400 million on both local and international trips within the three-month period. Specifically, N182.3 million, N227 million, N35.3 million, and N17.7 million were allocated for various trips.

Additionally, significant amounts were allocated to different categories such as N143 million for refreshments, and N1.89 billion for welfare.

The report also revealed that the government disbursed N401.3 million for the Deputy Governor’s office during the same period, while the State Emergency Management Agency received comparatively less at N99.1 million.

Despite these expenditures, Borno State continues to grapple with challenges like acute malnutrition, displacements, insurgency, and insecurity, affecting agricultural and fishing activities in parts of the state.

The International Crisis Group’s report on January 16, 2023, indicated that Borno has around 1.8 million internally displaced persons yet to be resettled due to conflicts involving Boko Haram and other insurgent groups.

The report urged authorities to focus on providing support to these displaced individuals, emphasizing the risk associated with inadequate security, public services, and financial resources, which may lead them to engage with insurgents economically.

While the state government’s budget performance report sheds light on financial allocations, it raises concerns about the prioritization of spending, especially when comparing funds allocated to the Deputy Governor’s office and emergency management.

As the state continues to address humanitarian crises and security challenges, the report prompts a closer examination of resource allocation for effective governance.

“The Budget Performance Report is produced by the Ministry of Budget and Planning and published on www.pfm.bo.gov.ng State website,” according to budget performance.

The security situation in Borno State is a major concern, with ongoing threats and instability affecting the daily lives of its people. This insecurity has contributed to a challenging environment, making it difficult for residents to go about their lives without fear.

The issue of hunger has become pervasive, adding to the difficulties faced by the residents. Adequate access to food is a pressing concern, and the state’s inhabitants are grappling with the harsh realities of food shortages.

This has undoubtedly intensified the struggles of the local population, creating a situation where many are unable to meet their basic nutritional needs.
