The Borno State Government has launched its State Education Sector Operational Plan (SESOP) and seven Local Education Sector Operational Plans (LESOPs) for 2027–2029, setting out a three-year roadmap to strengthen planning, implementation, monitoring and accountability in the education sector.
The operational plans outline key priorities, activities, funding requirements, responsible institutions, expected outcomes, and monitoring mechanisms to translate education policies into measurable results and improve service delivery across the state.
The seven LESOPs were developed for Damboa, Gwoza, Kala Balge, Mafa, Mobbar, Monguno and Ngala Local Government Areas, with each plan tailored to the specific educational needs and priorities of the respective communities.
The Commissioner for Education, Science, Technology and Innovation, Engr. Lawan Abba Wakilbe, formally launched the plans at an event attended by officials of the ministry, representatives of UNICEF, development partners, heads of education agencies and other stakeholders.
The event also provided a platform for stakeholders to discuss coordination, collaboration and joint ownership of the three-year education roadmap.
Speaking at the launch on Thursday, Wakilbe said the state government had already provided critical educational infrastructure and other facilities that would serve as a foundation for implementing the new operational plans.
He called for sustained commitment from all stakeholders to ensure that the plans achieve their objectives and deliver meaningful improvements in the education sector.
The UNICEF representative, Caroline Mwai, stressed the importance of identifying and addressing existing gaps throughout the 2027–2029 implementation period.
Mwai described the operational plans as an important resource mobilisation framework that would enable development partners and other stakeholders to align their interventions with Borno State’s education priorities.
The Chairman of the Borno State Universal Basic Education Board, Professor Bulama Kagu; Permanent Secretary of the Ministry of Education, Yakaru Mustapha; and Permanent Secretary of SUBEB, Dr Hyelni Mshelia, commended the initiative and pledged continued support for its implementation and sustainability.
The Chairman of the School-Based Management Committee in the state called for increased investment in education, improved capacity building and greater community participation in school management, development and rehabilitation.

Similarly, the Chairman of the House Committee on Education, Gambomi Marte, commended the leadership of the commissioner and assured that the legislature would provide the necessary support for the effective implementation of the SESOP and LESOPs.
Technical officers at the event noted that the success of the plans would depend on collective ownership, effective financing, coordinated implementation, and continuous monitoring and evaluation, involving the state government, education agencies, Local Government Education Authorities, development partners, and communities.
The launch marks a significant step towards strengthening coordinated education planning in Borno State and ensuring that resources and interventions are channelled towards clearly defined priorities, improved learning outcomes and better educational service delivery.
