Senate Considers New Rules Requiring NIN for House Rentals

—

The Nigerian Senate has called for stricter tenancy regulations that could require landlords to verify the identities of prospective tenants, including through the National Identification Number (NIN), as part of efforts to tackle kidnapping, human trafficking and other criminal activities.
The proposed measure could significantly change the way Nigerians rent houses if it becomes law, introducing new responsibilities for landlords and additional requirements for prospective tenants.
Under the proposed arrangement, landlords may be required to verify tenants’ identities before renting out their properties, a move aimed at strengthening security and making it easier for law enforcement agencies to identify individuals involved in criminal activities.
Supporters of stricter tenancy regulations argue that proper identification of tenants could help security agencies track suspects and prevent criminals from using rented properties as hideouts.
However, the proposal could also raise concerns about its potential impact on low-income Nigerians, particularly those who may struggle to meet additional documentation requirements or afford the rising cost of accommodation.
Despite the growing attention surrounding the proposal, the requirement for landlords to verify tenants’ NINs is not yet a nationwide law mandating all tenants to present their identification numbers before renting houses.
The proposal has sparked debate over whether stricter tenancy regulations would improve security or create additional difficulties for Nigerians already struggling with high rents and the cost of living.
The key question remains whether the proposed measures would effectively combat crime without placing an unnecessary burden on landlords and tenants.
