Nigerian billionaire Tony Elumelu is backing a proposed $15 billion investment pipeline in West Africa to fund infrastructure development projects in the regions of energy, agriculture, industrialization, and technology.
Chairman of Heirs Holdings and West Africa Integration and Investment Summit co-chair Tony Elumelu announced the investment plan ahead of the event’s meeting in Sierra Leone in November.
The News Chronicle reports that the organizers received 170 project proposals from West Africa nations. From the applications, the organizers shortlisted 26 projects worth more than $10 billion for presentation to potential investors. The portfolio is expected to reach $15 billion or more.
United Bank for Africa, Afreximbank, Africa Finance Corporation, and Africa50 are some of the firms that will finance the selected projects. The aim is to attract investments in the region and create trading and investment policies for regional economic integration.
The Sierra Leone President Julius Maada Bio initiated the West Africa Integration and Investment Summit to gather governments, investors, and development finance institutions to deliberate on the need for investment in the region.
The meeting was also planned to promote the proposed $25 billion Nigeria Morocco Gas Pipeline that seeks to supply Nigerian gas to West African nations, Morocco, and Europe.
Meanwhile, Elumelu continues to expand his investments in Nigeria’s energy sector. In September 2026, Heirs Energies acquired an additional six million Seplat Energy shares, increasing its combined holdings with Heirs Holdings to 21.07%.
The proposed investment pipeline represents another effort to mobilise private capital for infrastructure development across West Africa.
