LAMATA’s 21th Century Rail For Lagos State

Lagos State, with a landmass of 3,345 square kilometers, is the smallest state in Nigeria, but arguably the most populated in the country, with over 22 million residents. Since its creation in 1967, Lagos State has been the commercial nerve centre of the country, with a daily influx of over 6,000 people, of whom more than 3,000 reside permanently in the state. Lagos is a ‘mini-Nigeria’ because there is no ethnic group in the country that does not have a presence there. It is known as the ‘Centre of Excellence’ as well as the home of aquatic splendor, because it is surrounded by water.

However, the legacy of Lagos as Nigeria’s former capital placed immense pressure on its already strained infrastructure. Coupled with its large population and small landmass, the growing demand for transport and other public services has resulted in declining efficiency and productivity. Indeed, as far back as 1985, production costs in Lagos rose by 30 per cent due to inefficiencies in public sector infrastructure, including transportation.

For many residents, particularly the urban poor, the inadequacies of the transportation system are a major burden. Households in Lagos spend an estimated 40 per cent of their budget on transportation – second only to food expenses – highlighting the urgent need for a more efficient, accessible, and sustainable transport system. An estimated 1.8 to 2.5 million vehicles ply Lagos roads daily, accounting for over 65 to 70 per cent of all vehicular traffic in Nigeria. Yet, the state has an estimated total road network of approximately 17,997 kilometers across the 20 local government areas and 37 local development council areas, based on recent satellite and geospatial mapping data, thereby leading to traffic congestion and loss of productive time.

Since the return to democratic rule in 1999, successive administrations in the state have tried to adopt a holistic approach in tackling the transportation crisis. One of the first steps taken by the Bola Tinubu administration as Governor of Lagos State was the creation of the Lagos Metropolitan Area Transport Authority (LAMATA), which was established on January 13, 2002. Its core mandate is to plan, implement, regulate, and franchise public transport infrastructure to build an integrated, multimodel transport system in the Lagos metropolitan area.

LAMATA came up with an integrated transportation master plan that incorporated road, rail, and water transportation. In tackling perennial traffic congestion on Lagos roads, LAMATA introduced what was known as Bus Rapid Transit (BRT). The buses were assigned dedicated lanes for their services on Lagos roads. On water transportation, several modern boats were purchased and jetties established across the state. The progress recorded in rail transport is the focus of today’s DISCOURSE. LAMATA came up with The Lagos Rail Mass Transit (LRMT) network, a major component of the Strategic Transport Master Plan (STMP), developed to serve as a compass for the development of public transport infrastructure in the State.

The rail component was designed not only to move people efficiently, but to reshape urban development patterns. Two decades later, that vision is gradually becoming a reality. The recent arrival of new 24-car trains for the Red Line symbolises more than just an increase in capacity – it represents a broader commitment to transforming urban mobility in Lagos.

From its colonial origins to its current renaissance, the rail system reflects the city’s resilience and ambition. While challenges persist, the progress achieved thus far offers a glimpse into what is possible.

The STMP is a 30-year plan put together under a series of intensive research, studies, and analyses of future transportation demands and needs of Lagos State as Nigeria’s commercial and economic hub and one of the world’s fastest-growing megacities.

Under STMP, LAMATA came up with six rail lines and a monorail that links the major population hubs in the city. These are the blue rail line from Okokomaiko to Marina; the Red rail line from Agbado to Marina; the Green Line from Marina to Lekki Free Trade Zone; the Purple Line from Redemption Camp to Ojo; the Yellow line from Otta to National Theatre, and the Orange line from Agbowa to Ikeja. Presently, only the first phases of the Blue and Red lines are operational.

The first tangible success of the rail master plan came with the launch of the Blue Line. Stretching approximately 27 kilometres from Marina to Mile 2, the Blue Line marked a historic moment as Lagos’ first modern urban rail system.

The Blue Rail Line operates up to 94 scheduled train trips daily and moves about 250,000 passengers daily. When it is fully completed with the service extended to Okokomaiko, the Blue Rail Line would serve over 500,000 commuters daily.

Built to standard gauge specifications, the Red Line incorporates modern signaling systems, level crossings, and safety features designed to meet international standards. A notable aspect of the Red Line is its integration with existing rail corridors managed by the Nigerian Railway Corporation (NRC), requiring complex coordination to ensure that passenger and freight operations coexist without disruption.

Stations along the route are equipped with passenger amenities, ticketing systems, and security features aimed at enhancing user experience.

The red line rail system is also estimated to move up to 500,000 passengers daily when it reaches full operational capacity along the Agbado-to Oyingbo/ Marina corridor.

Many Lagosians living within the blue and red line corridors now abandon their cars at home, preferring to make use of the train services as envisaged by the state government.

The introduction of the Blue and Red Lines have begun to ease pressure on the city’s overburdened road network.  Commuters who once spent hours in traffic can now complete journeys in a fraction of the time. For instance, the Red Line offers a viable alternative to the congested Lagos-Abeokuta Expressway corridor, one of the busiest routes in the state.

By shifting a significant portion of commuters from road to rail, the system contributes to reduced travel time, lower fuel consumption, and decreased emissions. Economic benefits are also evident. Improved mobility enhances productivity, facilitates access to jobs, and stimulates commercial activities along the rail corridors.

Property values in areas near stations have started to appreciate, reflecting the transformative impact of rail infrastructure. The successes recorded have now led to a review of the state STMP from six rail lines and a monorail to 11 rail lines.

The state government has also backed that up with the establishment of a training centre in partnership with the China Civil Engineering Construction Corporation (CCECC) that would provide the much-needed trained manpower in railway operations, signaling, maintenance, and customer service and management. The project and partnership are also intended to reduce reliance on foreign technical expertise, support employment, and strengthen the long-term sustainability of the Lagos Rail Mass Transit system. The centre is expected to bring excellence in operations and safety, reduce dependency on foreign partners, create direct and indirect employment, and develop local human capital of global standards.

Seeking to establish a structured programme for localised railway talent development, over 400 Nigerians are already employed at the centre since the project started. The programme will introduce standardised training and certification systems, with the pilot scheme establishing a three-year maintenance and operation skills training using simulators, smart classrooms, and on-site technical team training.

For years, Nigeria’s rail sector has depended significantly on expatriate expertise for specialised operations and technical support. While international partnerships remain essential, no transport system can be truly sustainable if its critical operations rely indefinitely on foreign personnel. The Railway Training Centre provides a pathway for structured knowledge transfer, enabling Nigerian professionals to acquire globally recognised competencies and progressively assume technical and leadership roles within the sector.

Beyond reducing dependence on foreign expertise, the centre has wider economic implications. It will create opportunities for young Nigerians to build careers in railway engineering, operations, maintenance, signaling, safety management, and transport planning. It will encourage partnerships with universities, polytechnics, and international railway institutions, fostering research, innovation, and professional certification. In time, Lagos could emerge not only as Nigeria’s rail hub, but also as a regional centre for railway education and capacity development in West Africa.

Needless to say, the benefits will also be felt by commuters. A reliable railway system depends on disciplined operations, preventive maintenance, rapid fault response, and a strong safety culture. These are outcomes of continuous training, not chance. Every train that departs on schedule, every signaling system that functions seamlessly, and every station that delivers quality customer service reflects the competence of the professionals behind-the-scenes.

Affordable and reliable transport improves access to education, healthcare and other essential services, particularly for low-income residents. Environmentally, rail transport offers a cleaner alternative to road-based systems. By reducing the number of vehicles on the roads, greenhouse gas emissions and air pollution – a critical concern in a densely populated city like Lagos – are lowered.

There is also a compelling economic argument. Efficient rail transport reduces travel time, eases pressure on congested roads, lowers logistics costs, and improves productivity. It supports commerce, enhances investment attractiveness, and contributes to environmental sustainability by encouraging a shift from private vehicles to high-capacity public transport. Yet, these benefits can only be sustained if the system is managed by a workforce with the requisite technical expertise.

The Railway Training Centre therefore represents a critical shift in thinking. It recognises that investment in transport infrastructure must be matched by investment in institutional capacity and human development. It acknowledges that the long-term success of Lagos’ rail ambitions will depend not only on financing construction but also on cultivating the knowledge and professionalism required to keep the network operating safely and efficiently for decades. By establishing the Training Centre now, LAMATA is preparing today for the transport needs of tomorrow.

Moreover, the shift towards mass transit aligns with global trends in sustainable urban development, positioning Lagos as a forward-looking megacity.

Despite the progress being made, significant challenges remain. One of the primary issues is incomplete network coverage. With only two of the planned six lines operational, the system’s reach is still limited. Many parts of the city remain underserved, forcing commuters to rely on traditional transport modes.

Funding constraints also pose a major hurdle. Rail projects are capital-intensive, requiring sustained investment over long periods. While the Lagos State Government has demonstrated commitment, economic fluctuations and competing priorities could impact future expansions.

Operational challenges cannot be overlooked. Ensuring punctuality, safety, and consistent service delivery requires robust management systems and skilled personnel. Any lapses could erode public confidence in the system.

Another concern is integration. For the rail system to achieve its full potential, it must be seamlessly connected with buses, ferries, and other modes of transportation. While efforts are underway, full multimodal integration remains a work in progress.

Security and vandalism are additional risks. Protecting rail infrastructure from theft and damage is essential to maintaining service reliability. The populace will also do well to play their role to protect public infrastructure for the good of all.
