Former Chief of Army Staff, Tukur Buratai, has stated that the responsibility for identifying and naming individuals financing terrorism does not lie with the military.
Speaking on Politics Today on Channels Television Monitored by The News Chronicle on Friday, Buratai explained that the decision to disclose such names rests with the Federal Government and relevant security agencies.
He emphasized that while the military plays a key role in combating insurgency, other institutions are tasked with intelligence gathering and prosecution.
 According to him, these agencies are aware of the financiers and have reasons for not making their identities public.
Buratai also noted that decisive action should be taken against those involved, stressing that such individuals are still present within society and are known to authorities.
On the issue of rehabilitating former insurgents, he clarified that the policy was a government initiative, not a military decision.
 He explained that the army had earlier provided a timeline in 2016 for members of Boko Haram to surrender, after which they would be handed over to appropriate agencies for rehabilitation.
He concluded by reiterating that he accepts responsibility only for matters strictly within the Nigerian Army’s mandate.
