The Department of Climate Change (DCC), Federal Ministry of Environment, and Society for Planet and Prosperity (SPP) are set to unveil the third edition of the Subnational Climate Governance Performance Rating and Ranking (SCGPR 3.0) on Oct. 8 in Abuja.
The News Agency of Nigeria (NAN) reports that representatives of Nigeria’s 36 states are expected to attend the launch.
This is contained in a statement signed by Timothy Ogenyi, Policy Analyst, SPP, and made available to NAN in Lagos on Thursday.
According to the statement, participants will include Commissioners for Environment, Directors of Climate Change and climate desk officers from the states.
Representatives of federal ministries and agencies, development partners, climate finance institutions, private-sector organizations, civil society groups, and climate governance experts are also expected.
The SCGPR, now in its third edition, tracks how state governments are developing institutions, policies and systems to respond to climate change.
SPP and DCC launched the ranking in 2024 to provide a common framework for assessing climate governance across Nigeria’s 36 states.
The framework is also designed to identify gaps while promoting accountability, learning and continuous improvement among state governments.
The latest edition introduces a strengthened assessment framework with greater emphasis on the implementation of climate projects.
“The assessment covers five broad areas: climate governance and institutional arrangements; policies and action plans; climate project implementation; climate finance; and online visibility,” the statement said.
It explained that the changes reflected the growing recognition that climate policies and plans alone were insufficient without the institutions, resources, projects, data and systems required for implementation.
According to the statement, the first edition laid the foundation for the assessment, while the second expanded the comparative analysis across states, geopolitical zones, and assessment periods.
The latest report is expected to provide state governments with an opportunity to assess their progress and identify gaps against a common national climate governance framework.
“For development partners, financial institutions and other stakeholders, the findings will provide evidence on areas where technical and financial support may be required,” it said.
The Oct. 8 launch is expected to provide an updated assessment of climate governance across Nigeria’s 36 states.
The organizers said the event would also stimulate discussions on strengthening institutions, improving climate project implementation and translating climate commitments into practical action.
