Comrade IG Wala has raised questions over the revenue received by Borno State under the administration of Governor Babagana Umara Zulum, claiming that the state received more than N900 billion over the past seven and a half years.
In a detailed breakdown shared on social media, IG Wala said the figures cover the period between 2019 and 2026 and include allocations from the Federation Account Allocation Committee (FAAC), internally generated revenue (IGR), donor funds and other capital receipts.
According to him, FAAC allocations constituted the largest source of revenue for the state, particularly following the increase in federal allocations after the removal of the petrol subsidy.
He stated that Borno received N187.53 billion from FAAC between 2019 and 2021, while allocations increased significantly in subsequent years.
IG Wala estimated that the state received between N100 billion and N106 billion annually in 2022 and 2023, while putting Borno’s 2024 FAAC allocation at approximately N210.8 billion.
For 2025, he cited a budgeted FAAC figure of about N311.7 billion, in addition to other revenue sources available to the state.
On internally generated revenue, IG Wala said Borno generated approximately N39.72 billion between 2019 and 2021. He further stated that the state’s IGR reached N19.4 billion in 2023 and increased to about N28.3 billion in 2024, while the 2025 target was put at N35 billion.
Beyond FAAC allocations and IGR, he also highlighted donor funds and capital receipts, which he estimated at more than N400 billion over the period.
He pointed to Borno’s 2024 budget, where capital receipts were reportedly projected at N128.8 billion, and the 2025 budget, where the figure was projected to rise to approximately N237.9 billion.
IG Wala argued that Borno’s financial situation differs from that of many other states because of its extensive humanitarian and reconstruction needs resulting from years of insurgency.
He also noted that some international assistance does not pass through the state government’s treasury, as international organisations and development partners may directly fund projects, contractors or beneficiaries.
“If you are looking for accountability over this 7.5-year period, the fragmentation of the data is exactly what makes civic tracking so difficult. You have to follow the money year by year,” IG Wala said.
He added that he would subsequently present what he described as the expenditure side of the equation, which could provide a broader picture of how funds received by the state were utilised during the period.
However, it is important to note that the figures presented by IG Wala combine actual revenue figures, estimates and budget projections. As a result, the claim that Borno State “received over N900 billion” represents his cumulative estimate and should not be interpreted as a fully independently verified figure of cash actually received into the state treasury.
The post has nevertheless reignited discussions about revenue, public expenditure and accountability under the Zulum administration, with attention now turning to how the various funds received by the state have been utilised.
